MEDICAL

PROBLEMATIC SUBSTANCE USE

To examine problematic substance use (drugs, alcohol, etc.) and its regulation in the aviation workplace. To monitor developments internationally regarding (random) testing of aviation personnel for problematic substance use from the medical aspect. To review testing programmes and their implications to air crew. To monitor the progress of the implementation of the changes to ICAO Annex 1. 

Remarks: In conjunction with IND Committee

FATIGUE

The effect of fatigue on safety to be further considered in conjunction with existing research programmes on crew fatigue. Monitor the developments regarding medication affecting the circadian rhythm (e.g. Melatonin). Review any new information and decide on appropriate actions. Pilot Activity Monitoring systems to be investigated further in the context of the FT/DT issue.

Remarks: In conjunction with IND & ADO Committee.

COCKPIT ENVIRONMENTAL CONDITIONS

To review all health-related issues as they concern the environmental conditions in the cockpit. The subject is being treated under two broad headings:

Cosmic Radiation.

To examine health-related issues in regard to Cosmic Radiation and to monitor research programmes. To review existing regulations for the aviation workplace and related IFALPA policies.

Remarks: In conjunction with ADO, LEG and IND Committees.

Other Factors.

To examine health-related issues in regard to environmental conditions in the cockpit to include:

    • solar u/v radiation
    • low humidity
    • noise levels
    • cockpit / cabin air quality
    • ozone
    • vibroacoustic disease
    • Deep Vein Thrombosis (DVT)

To monitor developments in this area and to review existing regulations and related IFALPA policies.

Remarks: In conjunction with ADO Committee.

HUMAN PERFORMANCE AND THE FEMALE PILOT

To collect data, monitor developments and develop policy regarding issues of the female pilot.

REVIEW OF MEDICAL INFORMATION

To develop, review and update Medical Information. To identify any medical developments requiring specific action and to make appropriate recommendations.

MEDICAL CERTIFICATION

To review current policies on Medical Certification and to recommend changes as required.

HUMAN FACTORS.

COCKPIT AUTOMATION

To review the human factors impact on flight safety by automation and to examine automation training problems.

AUDITING SYSTEMS

To examine the Human Factors implications of Auditing Systems and to monitor and participate in the LOSA programme.

Remarks: In conjunction with ADO and AA Committees.

PILOT SELECTION

To review present IFALPA policy and to monitor current developments in that area.

Remarks: In conjunction with IND Committee.

HUMAN PERFORMANCE ASPECTS OF ACCIDENTS AND INCIDENTS

To examine the human factors aspect in accidents and incidents. To assist the AA Committee on issues relating to human factors.

Remarks: In conjunction with AA Committee.

FLIGHT DECK INFORMATION MANAGEMENT

To monitor developments and review IFALPA policy in regard to flight deck information management.

FLIGHT CREW COMPLEMENT

To monitor developments and review IFALPA policy in regard to flight crew complement.

EFFECTS OF PRESSURE

To investigate the potential safety consequences when pilots are put under commercial, external or significant time pressures for various reasons.

TRAINING AND QUALIFICATION IN NON-TECHNICAL AREAS

To monitor developments and review IFALPA policy in regard to CRM training.

Remarks: In conjunction with IND Committee.

HUMAN FACTORS IN ULTRA LONG RANGE (ULR) OPERATIONS

To monitor and participate in ULR projects and review respective IFALPA policy.

Remarks: In conjunction with ADO, AA, and IND Committees.

HUMAN FACTORS IN AIR TRAFFIC SERVICES

To, monitor developments, collect data and develop policy if required, regarding Human Factors in ATS.

Remarks: In conjunction with ATS Committee.

LICENSING/TRAINING.

FLIGHT CREW LICENSING / MAINTENANCE OF RECENCY AND COMPETENCY

To monitor developments regarding flight crew licensing, recency and competency, including the use of “cruise pilots” and “part-time” pilots. To review and develop policies as appropriate.

HUMAN FACTORS IN ALAR, RUNWAY INCURSIONS AND CFIT

To monitor developments and review IFALPA policy on this subject.

Remarks: In conjunction with AA and ADO Committees.

CROSS-CULTURAL ISSUES (CCI) IN OPERATIONS AND TRAINING

To perform background research and review IFALPA policy on this subject.

CROSS CREW QUALIFICATION (CCQ) / CREW QUALIFICATION FOR OPERATION OF ONE OR MORE TYPE OR VARIANT (CQOTV)

To monitor developments and review IFALPA policy on this subject

Remarks: In conjunction with the IND Committee.

TRAINING ASPECTS INCLUDING SPECIAL OPERATIONS

To monitor developments and review IFALPA policy with regard to improving training standards for ACAS equipment, to include consideration for Simultaneous Operations On Intersecting Runways (SOIR) and Land And Hold Short Operations (LAHSO).

Remarks: In conjunction with ATS Committee.

QUALIFICATION OF REGULATORY FLIGHT INSPECTORS.

To monitor developments and review IFALPA policy with regard to qualification of regulatory flight inspectors, particularly where military authorities control civil aviation.
 

TERMS OF REFERENCE

To prepare and discuss working papers which review, modify and amend IFALPA policy concerning all aspects of;

  • Aeromedicine,
  • Pilot Selection, Training, Licensing
  • Human Factors in Aircraft Design, Procedures and Operations
  • Human Factors in Incident / Accident Analysis
  • Develop IFALPA policy by taking notice of findings of international research and recognised developments in human factor science and by interacting with other relevant IFALPA Standing Committees
  • To provide expert advice on Human Performance issues upon request to the Executive Board, other Standing Committees, Advisory Groups, and interested External Parties
